The Montgomery City Council has passed Mayor Todd Strange's budget, which means city employees will receive merit raises.

Each qualified employee will receive about a 2.5% pay hike. Mayor Strange says employees need the help, after he says the cost of healthcare has gone up.

Councilman Arch Lee was the only member to vote against the budget.

"We're using every penny we're getting in and not putting it in reserves. I just think we have spent our reserves over the last several years. Not just with this mayor now, and I think he's doing as good as job as he can, but I think we needed to cut back more and put it in savings. The economy and times are not moving up as quick as we all thought," Lee told CBS 8 News.

City employees will also have to take on furlough day next year. Last year they had three.
