Baxley: PACT 'Guarantee' Out in '95

Former Lt. Governor Lucy Baxley says she removed language from PACT literature that characterized the plan as a guarantee.

Baxley says she removed the references in 1995, but it wasn’t until six years later that the Legislature changed the law to make the program clearer to participants.

The state’s prepaid tuition program currently doesn’t have enough money to cover all of its enrollees.
