Actually the comparison is a per-capita estimate. These numbers reflect the homicides inside the city, not the metro area. If you included Bham suburbs they would have even more homicides than those being discussed in this article.

The comparison between crime figures for Montgomery and Birmingham is not accurate. The Birmingham area has twice as many people as the Montgomery area (at least). True, the city of Birmingham has about as many people as the city of Montgomery, but when you add in areas like Hoover, the population of the Birmingham area is much greater. The comparison should not be between the aribtrarily-designated cites of Birmingham and Montgomery, but between their Standard Metropolitan Areas of Birmingham and Montgomery, which would include areas like Hoover and Prattville, respectively. I strongly suspect that such a comparison would yield crime rates that, on a per capita baris, are more comparable. In any case, they would be a much better basis for comparison.
